Raymond Zondo Appointed Chief Justice Of South Africa

President Cyril Ramaphosa has appointed Deputy Chief Justice Raymond Zondo as the next Chief Justice of South Africa with effect from 1 April 2022.

Justice Zondo, who hails from Ixopo, KwaZulu-Natal, has been acting Chief Justice since July 2021.

Raymond Zondo Appointment Letter As Chief Justice Reads:


PRESIDENT RAMAPHOSA APPOINTS JUSTICE ZONDO AS CHIEF JUSTICE 

THURSDAY 10 MARCH 2022 

President Cyril Ramaphosa has, in accordance with Section 174(3) of the Constitution, decided to appoint Deputy Chief Justice Raymond Zondo as the next Chief Justice of the Republic of South Africa with effect from 1 April 2022.

The President's decision follows consultation with the Judicial Service Commission and leaders of parties in the National Assembly on four nominees for appointment as Chief Justice.

In terms of the Constitution, the Chief Justice is the head of the judiciary and exercises responsibility over the establishment and monitoring of norms and standards for the exercise of the judicial functions of all courts". 
With Justice Zondo assuming the position of Chief Justice, the position of Deputy Chief Justice will become vacant. President Ramaphosa has accordingly indicated his intention, once the new Chief Justice assumes office, to nominate Justice Mandisa Maya for the position of Deputy Chief Justice. This nomination will be subject to the process outlined in Section 174(3) of the Constitution. 

In September 2021, President Ramaphosa invited public nominations for the position of Chief Justice. The President appointed a panel, chaired by Judge Navanethem Pillay, to evaluate nominations made by the public and to shortlist nominees who fulfilled the advertised requirements for nomination. 
After considering the Report of the Nomination Panel, President Ramaphosa identified the following candidates for consideration for appointment: - Justice Mbuyiseli Madlanga - Justice Mandisa Maya - Justice Dunston Mlambo - Justice Raymond Zondo The President then invited the Judicial Service Commission and leaders of parties in the National Assembly to express their views regarding the suitability of any of the four nominees for appointment as Chief Justice. 
President Ramaphosa expressed his gratitude to each of the nominees for making themselves available for the position of the head of the judiciary. 

He also expressed his gratitude to the Judicial Service Commission, the leaders of political parties, the members of the nomination panel and the many South Africans who submitted nominations.

"The inclusive process of selecting the next Chief Justice demonstrated not only the value that South Africans place on the judiciary, but also the depth of experience and capability within the senior ranks of the judiciary," President Ramaphosa said.

As a young boy growing up in Kromhoek and Ixopo, two small towns in KwaZulu-Natal, Ray Zondo had no intention of becoming a lawyer.

When I was in primary school, there were three occupations I thought about,” the 61-year-old says. “One was that I would be a Catholic priest, which means I would not have married. The other was that I would be a teacher. I seem to think that at some stage I would be a policeman.

“But when I got to boarding school (St Mary’s Seminary in Ixopo), I became attracted to law. I decided that I would do it and the rest is history.”

Hobbies: Raymond Zondo's hobbies include listening to music – he’s a big country music fan – and playing tennis, though he laments he hasn’t played in long time.

He watches soccer but says he no longer has a local team after his team disappointed him one too many times.

Media statement issued at the instance of the Chairperson of the Commission on 29 October 2020 


1. In their letter dated 28 September 2020 addressed to the Chairperson of the Commission, the Deputy Chief Justice, Mr Jacob Zuma's attorneys, Mabuza Attorneys, stated that Mr Zuma believed that the Chairperson of the Commission is biased against him and gave "historical" "family" relations between Mr Zuma and the Chairperson as one source of such alleged bias. 

2. At the time of the receipt of the letter the Chairperson of the Commission decided not to respond to, or, comment on, any of the allegations made on the basis that, as it was said that Mr Zuma was going to lodge an application for the Chairperson's recusal, the Chairperson would respond to Mr Zuma's allegations properly once that application had been lodged. It is now more than a month since receipt of that letter and the Commission has not received that application. In the meantime and in response to certain media enquiries and media requests for comments on the alleged "family" relations and about certain specific allegations concerning a child, the Chairperson has decided to address this matter and clarify it once and for all and indicate what he thinks Mr Zuma may be referring to. 

3. The Chairperson's statement in this regard reads: 

"In the mid 1990s - that is about 25 years ago - when I was in my 30s and was still in private practice as a lawyer - I got into a relationship with a certain woman out of which a child was born. That relationship ended during the 1990s. Unbeknown to anybody at the time, that woman's sister, Ms Thobeka Madiba, was, many years after that relationship had 
ended, to get married to Mr Jacob Zuma. 

To my knowledge Mr Zuma had no relationship with Ms Thobeka Madiba in the mid 1990s.

That Mr Zuma happened to marry the sister of a woman with whom I had had a relationship that had ended so many years before that marriage has never had any bearing on the execution of my judicial functions in the many matters involving Mr Zuma in which I have sat as a Justice of the Constitutional Court since 2012 nor does it have any bearing on the execution of my duties as Chairperson of the Commission. Indeed, in none of the many matters involving Mr Zuma in which I have sat in the past has Mr Zuma ever expressed any complaint or concem nor has he ever brought an application for my recusal. 

I thought it is necessary to bring the above clarification but I do not at this stage intend to address any of the other allegations made in Mr Zuma's attorney's letter as I will deal with them if and when Mr Zuma's application for my recusal is lodged."
